Entities related to the Jabirr Jabirr / Ngumbarl PBC included Waardi Limited (Waardi), a not-for-profit entity that was established as the Administrative Body under the Browse LNG Precinct Project Agreement (PPA) in 2012. The “Precinct” was intended to commercialise gas and condensate fields in the Browse Basin.
At its Authorisation meeting in June 2019, Waardi was approved to continue its Administrative role however, by November 2022, due to lack of progress, a Special General Meeting of Members overwhelmingly voted to substitute Waardi with a new entity. This substitution included Guumbarr Ltd which had been established under Waardi as the Corporate Trustee.
The new entities, Gadalargan Ltd (Administrator) and Walmadang Ltd (Trustee) were approved by the State of WA on 1 June 2023 and the Deeds of Execution were ratified on 12 October 2023.
The requirements of the Administrative entity (now Gadalargan) have been clearly defined in the PPA under which we continue to operate.
Specifically, Gadalargan Ltd is responsible for:
The operation and management of the Economic Development Fund, Indigenous Housing Fund and Proponent Benefits Fund for the benefit of the Native Title Party
Holding and managing the Grant Land for the benefit of the Native Title Party.
The Rules that guide the implementation and distribution of monies from the Economic Development Fund and the Indigenous Housing Fund are required to be approved by the State and audited annually. There is very little discretion around how these monies can be spent as the rules are prescriptive.

Our Board of Directors is headed by Shelley Archer (Chair Gadalargan), a former member of the State Parliament representing the Kimberley and Kim Wilson (Chair Walmadang) a lawyer who has strong credentials in Native Title having been a member of the Native Title Tribunal.
Our operational team is headed by Danny Maher, a Jabirr Jabirr man who has lived in the Northern Territory for the past 25 years but has always maintained a strong spiritual connection to family, culture and country returning regularly to his roots.
He heads up a strong and highly skilled and motivated team.
